The countries that do not have one answer

For any of these, "what is the time difference to X" has as many answers as the country has zones. A single figure is a city in disguise.
Why the list is short
There is no page here for, say, Japan to France, because it would be Tokyo to Paris with the country names swapped in — both countries keep one clock, so the city answer is the country answer. The pages that exist are the ones where that is not true.
