Eastern European Time (EET) is UTC+2. It is used in Athens, Helsinki, Kyiv and Cairo in winter.
Eastern European Time is UTC+2, used by Greece, Finland, Romania, Bulgaria and the Baltic states in winter, and by Egypt and much of the eastern Mediterranean. East Africa Time is UTC+3 and fixed. Nairobi, Addis Ababa and Dar es Salaam all keep it. Ethiopia additionally uses a clock that counts from dawn rather than midnight for everyday purposes, six hours off the international one, so a time given locally in Addis may need converting twice rather than once.

EAT does not shift, so the whole change comes from one side. A recurring meeting fixed in EAT will appear to move by an hour for everyone on the other side, twice a year, without anyone changing anything.
