The result is that the sun is at its highest around 1pm rather than noon, and sunrise is late all year.

Does this gap change with the seasons?

Neither AST nor SGT shifts with the seasons, so this 12-hour difference holds all year. That is unusual enough to be worth relying on: most cross-continental gaps move twice a year.
